Now you know where all of these experts are coming from in almost every county in America to teach about Agenda 21.  And, where the sample legislation is coming from that is getting introduced in state after state.  For $195 you too can be an expert.

I am not saying that we should not be concerned about the influence of Agenda 21. I am not taking the position that Agenda 21, which has no force in law, may not contain some policy proposals that we should reject. I am saying you should take with a grain of salt anything that comes from the John Birch Society.

If this interest in Agenda 21 causes more people to start reading their local government's General Plan, then that is a good thing. I think that more people should get involved in zoning and planning issues and be better informed about what policies their planning commissions and local governing bodies are adopting. I think local governments can exert too much control. They can adopt bad polices. We need more citizen awareness and involvement.

I tried to read agenda 21 for myself but only read about the first six of the forty chapters. It is real boring and I always seem to have something more important to do. I have read a lot about it and watched internet videos, but I can't seem to get much real information about Agenda 21 from any reputable source. An analysis of Agenda 21 has not been done by Cato, or Heritage or any other of the reputable conservative policy study groups. It has not been denounced by David Brooks or George Will are any of the other dozens of reputable conservative columnist. With the exception of Glen Beck, I don't think it gets more than a quick passing reference from anyone.

Across the nation in city after city, people are denouncing all sorts of things as part of the Agenda 21 agenda. Below is a list:

• outcome based education
• sustainable agriculture 
• Community assets inventory 
• Traffic Roundabouts 
• greenways and bikeways 
• conservation easements 
• General Land use Plans 
• Neighborhood groups 
• Smart growth 
• Smart Meters 
• Community oriented policing 
• opposition to suburban sprawl 
• opposition to road expansions 
• requirements that parking lots be paved 
• requirements that commercial enterprises have a minimum number of parking spaces 
• the effort to regulate dietary supplements and organic foods

This is real. If you doubt it, Google any of the terms above combined with "Agenda 21." Everything someone doesn't like is getting denounced as part of Agenda 21.

I really like greenways.  I thing community policing is the way they used to do policing when policemen walked a beat and is a good thing.  I have driven in Europe where roundabouts are common. They make a lot of sense, increase safety and save time idling at traffic lights, yet apparently they too are part of the Agenda 21 conspiracy.   Please, please think before you denounce something you don't like as being part of the Agenda 21 conspiracy. Just say, "I don't like roundabouts." You don't have to denounce it as part of Agenda 21.

If you go to a public education meeting on Agenda 21, you might want to ask your expert, if he got his expertize for $195 from the John Birch Society.

Agenda 21 in today's news

For those of you who may not subscribe to the Tennessean, there were three separate articles in today's newspaper regarding Agenda 21. 

This is in the news because there is legislation pending in the State legislature that addresses Agenda 21. One resolution, HJR0587 will most likely be voted on next week. It says of Agenda 21 that "Agenda 21's plan of radical so-called 'sustainable development' views the American way of life of private property ownership, single family homes, private car ownership, and individual travel choices and privately owned farms as destructive to the environment." This resolution also says that according to Agenda 21, "national sovereignty is deemed a social injustice." 

All HJR0587 does is state that Agenda 21 was never ratified as a treaty by the Senate and that everyone should be aware of the destructive strategies of 'sustainable development' and goes on record as rejecting the "radical policies of Agenda 21" and reject any grant monies that may be attached to Agenda 21. There are also several other bills dealing with Agenda 21 and the conflict between land use planning and private property rights.


I don't know what to make of all of this. Some people who I admire and respect keep telling me that I need to become educated about Agenda 21 and they assure me that it is a real danger. If Agenda 21 does what HJR0587 says it does, then to pass a harmless resolution that doesn't do much more than say Agenda 21 is a bad thing, is of little consequence and should pass. Still, it sounds a little like tin-foil hat stuff to me. The fact that the John Birch Society is one of the forces behind the opposition to Agenda 21 doesn't lend credibility to the cause. The JBS believe in an elaborate theory that says the Illuminati have been pulling the strings of world affairs for about the last 250 years. The JBS are sometimes right on their policy prescriptions and I am sure many fine people belong to JBS and don't really know the full scope of the grand conspiracy theory, nevertheless, to my way of thinking anything the JBS is associated with needs to be examined independently of JBS. 


Also, if you are going to tell me that bikeways, and greenways and efforts to get farmers to voluntarily give up development rights on their property and adopt policies that keep farm run-off out of streams and that land trust and efforts to combat water and air pollution are bad things, you will have a hard time convincing me. I don't know that I think "smart growth" and "sustainable" are scary terms. 

I know many environmentalist do believe we must give up our consumer lifestyle to " save the planet." I do believe that many environmentalist are at heart socialist and view capitalism as the enemy. Because I disagree with the more radical environmentalist, that does not make dirty air and dirty water good things or greenways and landtrust bad things. 

I like "the American way of life of private property ownership, single family homes, private car ownership, and individual travel choices and privately owned farms." I believe that markets and free enterprise and private property are compatible with a better environment. Some of the worst polluters the world has ever know have been socialist countries. Even in America, some of the worst polluters are governments. Government landfills have a worse record than private landfills. A better standard of living, I believe, leads to a cleaner, better world. If the world is facing overpopulation, it is due to poverty not prosperity. As countries become more prosperous, the people of that country choose to have fewer children. Much of our environmental problems are a result of too little private property and too little wealth, not too much. If Agenda 21 takes the opposite view and is an attempt to bring about the destruction of private property and our way of life, then I am very much against it.

I doubt I am going to read and become an expert on Agenda 21. Section one alone has 8 chapters. It is big document. I am willing to be convinced Agenda 21 is something that should concern me. If there is an expert on Agenda 21 who does not sound like a nut, who is not associated with the JBS, and who likes clean air and water, I would like to invite you to use this blog space to educate me and the public, I will welcome you to write a guest column. (If you are a lover of the great outdoors that would also add some credibility.)

Americans have a natural sentiment against other folks telling us what we can do with what we own. So, we wish to thank Tennessee legislators for alerting us to the impending danger of a United Nations conspiracy that originated in 1992 (called Agenda 21) to deprive us of our rights; though we find ourselves insulted that legislators think their attempt to deprive local communities of the ability to propose, discuss, and implement their own zoning regulations is any less of a conspiracy.

This is Kevin Kookogey, Chairman of the Williamson County Republican Party. Today I am going to speak to you about Agenda 21.

 Agenda 21 is the nebulous name given to that comprehensive plan alleged to improve the world community in the 21st Century. It was launched in 1992 at the United Nations Conference on Environment and Development in Rio de Janeiro, Brazil. But Agenda 21 is, in fact, an insidious strategy of environmental totalitarianism and social engineering designed to achieve “one world order” under the authority of an unelected global bureaucracy.

 Among other things, Agenda 21 is hostile to America’s founding and animating principles, including national sovereignty, private property rights, private development, single family dwellings, free markets, and free use and development of resources. The proponents of Agenda 21 advocate for redistribution of wealth, and their doctrine is, quite simply, nothing more than a restatement of communism.

The proponents of Agenda 21 are intent on forcing you into crowded communities and limiting your parking spaces in order to achieve their “green dreams” of eliminating automobiles in favor of walking or riding your bikes – although I imagine they make exception if we agree to drive those little electric toys that nobody wants. Meanwhile, these unelected elites jet around to world conferences deciding what is best for you and me.

To achieve these dreams, the United Nations seeks to impose global taxes on currency transfers, fossil energy production, commercial use of oceans, and international airfares.

Perhaps you have never heard of Agenda 21. But I would bet you are familiar with phrases like “sustainable development,” “smart growth;” “regionalism,” “comprehensive planning,” and allocation of so-called “green spaces.” Terms like these were selected by the United Nations to overcome objections by those of us who argue in defense of liberty and national sovereignty. The Preamble and Chapter 28 of the Agenda 21 Plan expressly recommends obscuring the true intentions of Agenda 21 by use of the term “smart growth” and other innocuous sounding phrases.

The good news is that conservatives and liberty-minded activists are now alert to Agenda 21 and its implications. Our legislators in Tennessee are considering bills to stem the tide of Agenda 21, and even the Republican National Committee recently adopted a Resolution in opposition to Agenda 21. The Williamson County Republican Party and many other county Republican parties in Tennessee have adopted similar Resolutions.

The bad news, however, is that we are years behind. Agenda 21 has already made significant headway in cities, counties, and local communities throughout America. More than 1,100 cities, towns, and counties are members of the International Council for Local Environmental Initiatives (the ICLEI, as it is better known), an international association of local governments as well as national and regional local government organizations that have made a commitment to “sustainable development.” There’s that word again!

The ICLEI coordinates local government representation in the United Nations, in contravention of the United States Constitution and your individual liberties.

Let me give you just a few examples of how Agenda 21 is weaving its way into your lives right here in Middle Tennessee. In 2010, Columbia, Tennessee, was selected as one of 62 cities to participate in the “Community Challenge Planning Grant” program. This program is a collaborative effort of three dubious federal agencies: - HUD, DOT, and the EPA – and it presumes that cities can develop in more “sustainable” ways by improving “livability” of their most troubled areas. Through a “Regional Planning Grant,” Columbia received $250,000 to prepare a new highway corridor which would become a “blueprint” for “sprawl repair” for the entire city. You see where this is going. Natural growth, or what they call "sprawl" is suddenly deemed immoral, whereas living closer together is - according to the police State - morally superior. Yet, by accepting funding from the federal government, the city of Columbia has naively submitted itself and its citizens to Agenda 21.

The City of Franklin provides another example, having recently paid the ICLEI for software to evaluate your water use. Franklin also employs a “Sustainability Grants Coordinator,” and maintains a “Sustainability Mission Statement.” More alarming is Cumberland Region Tomorrow, or CRT, a 10-county Middle Tennessee initiative working under the purposefully ambiguous phrase of “collaborative action for quality growth.” Among the objectives of the CRT is a high-speed-rapid-transit to connect Belle Meade to East Nashville, hardly a priority at any time, let alone in today’s economy. Funding, of course, would be accomplished through a “regional tax,” this on top of what we already pay in city and county taxes.

But perhaps most disconcerting in all of this is how Agenda 21 is targeting the rising generation. You know how important that is to me. Leadership Middle Tennessee recently hosted a Youth Summit at Belmont University in order to introduce and promote “Regionalism” to our high school youth. The website announcing the event boasted that these students needed to be aware of so-called “regional issues,” …like healthcare, tourism, education, workforce, economic development and transportation…all code words of the Progressive movement, ladies and gentlemen, intended to seduce you into believing that local communities are not capable of addressing local issues without the help of Big Brother.

What is "regionalism" today will be "nationalism" tomorrow. Following that, we will be subject to an unelected global authority with no say in how we live our lives.These folks intend to induce you into a gradual surrender of your liberties in favor of a dominant, authoritative State.

Please tell members of Congress, as well as your state and, especially, your local elected officials that you are aware of Agenda 21, and that we will be ever vigilant in opposition to all of its entanglements. Remind your representatives that they are our agents, and that we are the principals. As such, we have only delegated – not surrendered – our rights, and that we expect them to protect and defend our sovereignty, in this area as in others.

Agenda 21 Alert: no parking on the front yard and Black bears

No one has told me this is part of the Agenda 21 conspiracy, but look at it: La Vergne is in the process of taking away the right to park cars in your front yard and the state is allowing the expansion of wild bears into areas occupied by people.  Is this favoring nature over people?  Is it an attack on the American way of life?  Is it an attempt to get people to give up their cars?

After reading about the case in Murfressboro which was exposed as part of Agenda 21, I think I am getting pretty good at spotting Agenda 21 policies. In Murfressboro, a guy changes the use of a piece of commercial property from a fencing company to a restaurant and when he does so he is told by city officials that he will have to pave the parking lot and have more parking spaces.  This was offered by Rep. Rick Womick as an example of how our property rights are being taken away as part to the Agenda 21 UN conspiracy.

I figure if that is part of Agenda 21, then the two examples I spotted today must be part of Agenda 21.  If there are any of the 72 state representative who voted for House Joint Resolution 587, which denounced Agenda 21, or any John Birch Society members or other experts on Agenda 21 who could tell me it the two items I have listed are part of the Agenda 21 conspiracy, I would appreciate it.

I have started reading Agenda 21, but  have only read the first two chapters of the 40 chapter study and have not gotten to the scary parts yet.  I will continue reading, but it is really, really boring.

Agenda 21 is being exposed everywhere and these are some of the things that others have alleged are part of the Agenda 21 policies: outcome based education, sustainable agriculture, community assets inventory,  traffic roundabouts, greenways, bikeways, mass transit, conservation easements, General Land use Plans, regional planning commissions,  neighborhood alliance organizations, smart growth, smart meters, community oriented policing, opposition to suburban sprawl, opposition to road expansions, requirements that parking lots be paved, and  requirements that commercial enterprises have a minimum number of parking spaces. 

Before I add "banning parking in front yards" and "Black bear population expansions" to the above list, I would like for some expert to tell me that I really am correct and these things are also part to the Agenda 21 conspiracy.

So far Tennessee is the only Anti-Agenda 21 state

by Rod Williams, May 17, 2012 - While the wacky far right conspiracy theory group, the John Birch Society, has been pushing state legislatures and city council's across the country to adopt bills either outlawing implementation of Agenda 21 policies or condemning Agenda 21, they have met with only limited success.

Tennessee has the distinction as the only state to enact an anti-Agenda 21 bill.  The Tennessee State Legislature passed a John Birch Society piece of model legislation which was a Joint House Resolution condemning Agenda 21, but Governor Haslam refused to sign it and the memorializing resolution went into effect without the Governors signature.

Other states may be close to enacting anti-Agenda 21 legislation, but none have done so yet.  In New Hampshire the measure would prevent local and county governments, as well as the state government, from joining the International Council for Local Environmental Initiatives (IGLEI), an international sustainability planning group. The legislation passed the NH house and has been attached to a hiking trail bill in the Senate and that bill will be taken up next week.


In Arkansas, the Agenda 21 bill has been hard fought and has passed the House but not yet passed the Senate. 

In Arizona , the House of Representatives rejected a ban similar to the New Hampshire ban after that bill had passed the Arizona Senate.

Agenda 21 is a 20-year old document that recommends environmental sustainability goals and anti-poverty goals in developing countries. Critics claim it would take away property rights and national sovereignty. . It has no force in law and was never ratified by the Senate.  It was signed by Republican president George H. W. Bush.

The more extreme critics claim Agenda 21 is a plan to kill 95% of the worlds population by poisoning them with aspartame and fluoride.

The John Birch Society and their front groups have been the lead force behind the anti-Agenda 21 movement. They have been training hundreds of Agenda 21 "experts" who can then hold seminars and "educate" people on Agenda 21. For $195 one can order an Agenda 21 kit with pamphlets and power point presentations and script to teach anti-Agenda 21 seminars.

It is unfortunate that people all over the country are being “educated” and are trusting people who once labeled President Dwight D. Eisenhower a willing tool of the Communist conspiracy and who subscribe to a theory that ever since about 1776 all of the political movements, including Nazism and Communism, and all the wars and depression have been orchestrated by the Illuminati and today the Illuminati continue to pull the strings though sinister groups such as the Council on Foreign Relations, The Tri-lateral Commission, the Club of Rome, and the Bilderbergs . 

The mid 60's were much like today for the conservative movement. Grassroots conservatives took the party away from establishment Republicans. Unfortunately, the John Birch Society gaining prominence during the populist conservative uprising.  The JBS society with their nutty, fringe conspiracy theory stuff threatened to discredit the whole conservative movement and finally conservative leaders had to denounce them and warn Republican activist to disassociate from the JBS. The JBS was denounced by conservative leader, author, and journalist William F. Buckley, Jr. and by former Republican presidential candidate and conservative icon Senator Barry Goldwater.

After years of being practically non existent, the John Birch Society has had a renascence and has again gaining influence, this time in the tea party movement. It is my fear, that unless the JBS is denounced and disassociated from the conservative movement, the whole tea party uprising will be discredited. So far, only in Tennessee, have they been able to get their anti-Agenda 21 model resolution passed but they are influential in the tea party movements across the country.

I am glad to see someone exposing the radial fringe and having a little fun in the process.

It is unfortunate that the Republican Party has allowed the JBS to become the puppet master and they dance to their tune. This Agenda 21 stuff makes me embarrassed to say I am a Republican at times. It certainly makes me embarrassed to say I am part of the Tea Party movement. How did the Republican Party become the party of the nut-case fringe instead of the party of responsible adults?

Hey, the threat is real. Just recently, according to news release from the City of Asheville’s Office of Sustainability, “sustainability directors from 22 cities across four southeastern states met in Asheville on June 14 and 15 to share notes and strategies for creating greener and environmentally sound organizations. The Southeast Sustainability Directors Network kicked off its first conference with a series of workshops and sessions designed to spotlight energy and waste reduction techniques that work across southern cities.”

Aha! Allow me to translate that fancy leftist prose: “They’re spotlighting ways to steal your land!”

I bet all these sustainability warriors flew here in black helicopters and are secret members of the Tri-Lateral Commission.

And then:

The Agenda 21 paranoia has even touched quasi-governmental agencies not even in the sustainability business, groups such as the nefarious Southwestern Commission, a regional agency that offers planning support for the mountains’ seven westernmost counties and is funded by those counties. Tea Party folks and members of the 9/12 Project, another conservative group, have asked Cherokee County commissioners to stop funding the commission because of fears it’s promoting Agenda 21 mandates.

 In all seriousness, Gibson said his organization gets no funding or directives from the UN.

“It’s just patently untrue,” Gibson said. “I won’t use the word ‘preposterous,’ but it’s just not true. It’s false. We were created by local governments to be servants of local governments.”
Gibson said he’s fairly conservative, but he’s skeptical of Agenda 21 theorists because he hasn’t seen any empirical evidence — numbers-based facts — that the UN or any other international organization is trying to take land or make sweeping mandates.

When it comes to Agenda 21, the paranoia and conspiracy theorists just muddy the waters on sustainability, which basically is an effort to develop responsibly while maintaining the world’s beauty, which we’ve got plenty of here in the mountains.

“As a friend said to me, ‘if not sustainability, do you want unsustainability?’ If not ‘smart growth,’ do you want the opposite?” Gibson said.

This anti Agenda 21 campaign has turned into something of a witch hunt. There is almost a competition to see who can spot Agenda 21 in action.  Anything, someone does not like is being labeled part of Agenda 21 including traffic roundabouts, wide shady sidewalks, traffic calming, bike lanes, annexation, green ways, high rise residential developments, and mass transit. It is ridiculous. I am embarrassed that our Republican dominated state legislature joined the silliness by passing a meaningless Anti-Agenda 21 Joint House Resolution. I am proud of Governor Bill Haslam for not signing it.

Agenda 21 spotted again: Alert number 5 (traffic calming)

Large unnecessary traffic island slows traffic.

Agenda 21 polices are everywhere; everywhere I tell you! I have now discovered that "traffic calming" is part of the Agenda 21 plot. And, it is happening right here in Nashville! Places where you can see traffic calming  are on lower Broadway, and downtown old Woodbine, and especially in Hillsboro Village and on 12 Ave South. The pictures accompanying this story are pictures of traffic calming on 12th Avenue South.

What is traffic calming? That is techniques to slow traffic and make streets safer for pedestrians. Traffic calming involves things like narrowing streets with bike lanes and painted lanes on the street that create an illusion of a more narrow street and planters and trees adjacent to the street and oversize sidewalks and green space that could otherwise be used for traffic lanes. Pedestrian peninsulas  that extend sidewalks out into the street at intersections are part of Agenda 21 Traffic Calming. Stop signs may even be part of Agenda 21 if the purpose is to slow traffic. Worst of all are speed bumps that force you to slow down. Anything that slows traffic and creates a safer environment for pedestrians and would encourage people to walk is "traffic calming."

People all over the country who have become John Birch Society trained Agenda 21 experts are exposing and denouncing traffic calming as part of the diabolical plot to destroy our American way of life. This is from wake County, North Carolina:

The Wake County Commissioners, a number of months back, established a "Sustainability Study Task Force". Fortunately, a member of our Wake County Taxpayers Association was appointed to that Task Force and has been a voice for us, although she seems to be a lone voice on the Task Force who is even aware of the dangers of Agenda 21. The City of Raleigh has for several years been pushing "Sustainability" concepts including a big to-do on "Smart Growth", "Traffic Calming", and the three big "Es" (Economy, Environment, and Equity). You don't even have to take the words of the critics of Agenda 21 to learn that Traffic Calming is part of Agenda 21. In many parts of the world, Agenda 21 is not something that is sinister and exposed but it is something that is openly advocated and embraced. In many countries there are official committees that call themselves "Agenda 21 Committees" and they work to promote sustainable development and pedestrian safety and green ways and bike lanes and other diabolical things. The local Agenda 21 Transport Group is realistic about the constraints facing the Council and BRETS in the adoption of measures which positively discriminate in favour of bikes and pedestrians, but we feel these are ideas whose time has now come. See how the rest of the world is acquiescing to Agenda 21? Well not in America! In America we know that it is un-American to share the road. It is our God-given right to drive as fast as we can. So what if you run over a family pet or an elderly person slowly crossing the road or a child chasing a ball? They shouldn't be in the road! Roads are for cars! And, if you hit a bicyclist? Well they shouldn't have been wearing those sissy little lycra bicycle pants anyway. Those are obscene. They deserved it!

Trees create an illusion of a more narrow street and

create comfort for pedestrians.

Somewhere it must be in the Constitution that roads are for cars, or maybe it is in the Bible, but we know traffic calming is wrong! It is un-American and is part of the plot to destroy our way of life. Thankfully we have the Republican National Committee, a lot of local Republican leaders and the Republican-dominated State Legislature protecting us from Agenda 21.

Be afraid of traffic calming! Be very afraid. Today it is traffic calming and tomorrow it is off to the gulag. I am adding traffic calming to my list of things that are part of the Agenda 21 conspiracy. It is getting to be a long list.

Agenda 21 is like Hitler's Final Solution

by Rod Williams, May, 26, 2012 - "Agenda 21 is patterned after Hitler’s Final Solution, but on a Global scale. Once all people and properties are accounted for, the murder will begin."

The above quote is just a comment posted on an obscure blog, however, this kind of stuff is being spread widely over the internet. Apparently many, many people really believe this. Other than Glen Beck, not a single conservative of any stature has had much to say about Agenda 21.  Some talk show host and politicians have pandered to the paranoid and said anti-agenda 21 things as kind of throw away lines, but they have not said any thing substantive or in-depth on it. Not a single serious conservative commentator has editorialized on it.
 
No respectable publication or mainstream web site is writing about Agenda 21. No mainstream conservative organization is warning about it. Only the John Birch Society and a few other John Birch Society front groups and clones are reporting on it. The Hermitage Foundation warned about the danger of anti growth policies at the local level, but essentially said don't worry too much about Agenda 21.

If you google "agenda 21" you get thousands and thousands of hits from people warning of the dangers of Agenda 21 and people claiming everything from mixed used zoning, to community gardens, to wide sidewalks to conservation easements are part of Agenda 21 policies. In community after community, county commissions and city council are passing anti-Agenda 21 resolutions. Phrases like "sustainable growth" and "transportation planning" have become suspect phrases. Use some phrases like that, and some people think you are part of the anti-Agenda 21 plot. The thing is, many of the opponents of  community gardens or wide sidewalks, do not just, not like them, but they think these things are part of a diabolical plot "patterned after Hitler's Final Solution."

Maybe I am obsessed with this issue, but I think the world has gone nuts!  And, few in the conservative movement will stand up to these people.  These people are bat-shit crazy! It can't get weirder than this! Taking this stuff seriously is right up there with wanting to build a UFO landing pad in Nashville, as we once had a Councilman introduce legislation to do. This Agenda 21 stuff is making me embarrassed to be a Republican, a conservative or part of the tea party.

I am starting to think that in a plot to totally destroy and discredit the conservative movement, that maybe some alien force allied with George Soros has beamed lasers into the minds of tea party members and captured their brains, and are making them say stupid things like Agenda 21 is patterned after Hitler's Final Solution. Maybe this big space ship is circling the earth .............

Ted Cruz appoints kooky Kevin Kookogey as Tenn. Chair of his campaign.

by Rod Williams, June 9, 2015- I really hate to see this. I have had mixed views of Ted Cruz.  I have heard some of his speeches and have been stirred. I want our country to change course and I believe Ted Cruz is one of the people who, if he were president, could make that happen. He would take us in the direction I want to go. He also has a compelling personal story.  I am convinced he is a principled conservative and he is very smart.

On the other hand, his 21-hour filibuster was a  kind of a phony self-aggrandizing political stunt. It served no purpose. It was not really a filibuster as it didn't block anything. Senate rules set a limit on how long he could delay a vote and the outcome of the vote to fund the government and avoid a government shut down was never in doubt. Cruz even voted to advance the bill he was "filibustering," joining a 100-to-0 vote to take up the spending bill.

Despite my view of his filibuster, Curz was still one of my favored top contenders for the Republican nomination, not on top but somewhere below Marco Rubio and Bobby Jindal but ahead of Rand Paul and way ahead of Jeb Bush and Donald Trump.  With his appointment of Keven Kookogey to be his Tennessee Chairman, he dropped a few points in my favorability rating.

Kookogey is the former one-term chairman of the Williamson County Republican Party. While I do not have first-hand knowledge of what he did as Chairman of the Williamson County Republican Party, I have heard that he greatly damaged the party, that contributors withheld funds and that many Republicans were embarrassed by him.   As County Party chairman he advanced an anti-Muslim and anti-Agenda 21 agenda and he advocated purging the party of insufficiently conservative members and was critical of Gov. Haslam and other elected Republicans.

The anti-agenda 21 movement which has now pretty much disappeared was based on a weird theory that the United Nations planned to kill 96% of the world's population by poisoning them with aspartame and fluoride, although to be fair, most opponents of Agenda 21 probably were never aware of that part of the theory.  In its milder form, the anti-Agenda 21 movement believed that Agenda 21 was a United Nations plan to take away American sovereignty, redistribute wealth and take away property rights in the name of environmentalism.

Across the nation anti-Agenda 21 activists opposed everything from traffic calming, to reintroducing wolves into the wild, to sidewalks, smart meters, and almost all forms of planning and mass transit as being part of agenda 21. This anti-agenda 21 movement originated with the John Birch Society and was spread by people like Alex Jones and Glenn Beck. Anti-agenda hysteria worked its way into the Republican Party with the National GOP adopting an Anti-Agenda 21 party platform plank. The national GOP party platform plank however was short and vague. The Williamson County Republican Party under Kookogey adopted a strongly worded Anti-Agenda 21 resolution that you can still find at this link.  When Kookogey was County Party chairman, the party's webpage had a tab devoted to Agenda 21. After he was no longer chair, the website was redesigned, and no longer featured an Agenda 21 tab.

Kookogy's anti-Islam activism included being part of the group taking out a full page ad against Gov. Haslam over his administration's hiring of a qualified Muslim, Samar Ali,  to work in the Department of Economic and Community Development.   The Williamson County party under Kookogey also hosted an event for controversial Dutch anti-Muslim politician Geert Wilders.  I am not naive and think we must be diligent in protecting ourselves from terrorism. I even hope Arabic speaking FBI agents are attended mosques and I am not opposed to a little profiling,  but by the same token I do not want to let a legitimate concern over terrorism and a clash of cultures lead to bigotry and betraying our constitutional rights.  It was irrational to oppose a person with Ms Ali's talent and experience just because she is a Muslim. Also, against all logic, the $5,000 full-page ad condemned Haslam by saying he was seeking to impose Sharia Law in Tennessee.  Now that is just kooky!

Kevin Kookogey is a part of that embarrassing, and maybe even dangerous, fringe of the Republican Party. Ted Cruz should not have burdened himself with the baggage of Kevin Kookogey as his Tennessee state campaign chairman. The campaign for the GOP nomination will most likely be wrapped up by the time of the Tennessee presidential preference primary anyway, but if Ted Cruz is appointing people like Kevin Kookogey to be his campaign chairmen in other states, then his campaign is doomed. If this is the kind of people he is comfortable with, I would not want him to be president.

While opponents of Lamar Alexander are vocal, they do not yet have a candidate to challenge Lamar. Two potential candidates are the professional wrestler dude, Glenn "Kane" Jacobs,  and Brenda Lenard, the Black single mother UT graduate student who is allegedly a convicted felon guilty of writing bad checks and who has been guilty of "abusive filing" of bankruptcies (link).

Now another candidate is being mentioned, Keven Kookogey. He is the former Chairman of the Williamson County Republican Party. While he himself has not announced, Ben Cunningham, Chair of the Nashville Tea Party and Chair of Tennessee Tax Revolt recently mentioned him as a potential candidate (link).

Engaging in actions such as the above is not normally a function of a Party chair.  Many see the roll of the Party chair to raise money, elect Republicans to office and increase Party ranks. I am sure Kookogey did not make many friends as county Party chair and many were glad to see him go. I have never heard Mr. Kookogey speak nor have I met him, but I understand that he is attractive and has charisma, still I doubt that someone that far out of the mainstream could take the nomination away from Lamar Alexander.

Alexander has the endorsement of  all of Tennessee's living former Republican governors, former Republican U.S. Senators, the current and all former State Party Chairmen, Senator Bob Corker, Gov. Bill Haslam, Lt. Gov. Ron Ramsey, Speaker Beth Harwell, all seven of Tennessee's Republican U. S. Representatives and scores of state senators, state representatives and many more.  In addition, he has a war chest of $3 million. You can't beat somebody with nobody and all of the somebodies have already endorsed Alexander. If the opponents of Alexander are going to run someone who is more than just a token opposition figure, they haven't found him yet. I really don't think it is Kevin Kookogey.

The Heritage Foundation speaks out on Agenda 21

The Heritage Foundation has spoken out on Agenda 21.

If you are a conservative activist you know them well.  They are one of the most influential and respected conservative organization in existence. They are a conservative think tank based in Washington, D.C. Their stated mission is to "formulate and promote conservative public policies based on the principles of free enterprise, limited government, individual freedom, traditional American values, and a strong national defense".

The foundation was founded in 1973 and took a leading role in the conservative movement during the presidency of Ronald Reagan and they have since continued to have a significant influence in U.S. public policy making.

So, what does Heritage say about Agenda 21? While they are mildly critical, they are not hysterical.  Below are some excerpts:

 Abstract: Agenda 21, a voluntary plan adopted at the 1992 United Nations Conference on Environment and Development, unabashedly calls on governments to intervene and regulate nearly every potential impact that human activity could have on the environment. However, Agenda 21 is non-binding; it depends on governments for implementation. If opponents focus excessively on Agenda 21, it is much more likely that homegrown smart-growth policies that undermine the quality of life, personal choice, and property rights in American communities will be implemented by local, state, and federal authorities at the behest of environmental groups and other vested interests. Preventing American implementation of Agenda 21 should therefore be viewed as only one part of a broader effort to convince U.S. government officials to repeal destructive smart-growth programs and prevent the enactment of new ones.

They should recognize that Agenda 21 is simply another facet of smart growth and not allow it to divert them from opposing the more ubiquitous, overarching agenda of homegrown environmental extremists.

However, Agenda 21 is non-binding; it depends entirely on national, state, and local governments for implementation and therefore poses little threat in and of itself. It is the policies endorsed by Agenda 21 that are of most concern, and these policies are not confined to Agenda 21.

Please read the complete Heritage analysis, here. While Heritage is critical of policies that restrict economic growth, they seem to be calling for a little sanity. Heritage says nothing about the danger of traffic calming, or greenways, or bikepaths, or traffic roundabouts, paved parking lots, or annexation, or free trade. They say nothing about a plan to murder 95% or the worlds population by poisoning people with aspartame and fluoride.

Of course, I expect that any day now, the John Birch Society will denounce the Heritage Foundation as being a willing tool of the Bilderbergs and the Trilateral Commission.

Anti-Agenda 21 House Joint Resolution passes, signed.

House Joint Resolution 0587, which was drafted by the discredited paranoid conspiracy theorist John Birch Society and which, "recognizes the destructive and insidious nature of United Nations Agenda 21," was approved 19-11 in the Senate today and signed by the Speaker of the House. I assume that like in the House, Democrats voted to oppose and Republicans voted to approve. The House passed the measure 72-23 on March 15th.

WHEREAS, the United Nations Agenda 21 is a comprehensive plan of extreme
environmentalism, social engineering, and global political control that was initiated at the United Nations Conference on Environment and Development (UNCED) held in Rio de Janeiro, Brazil in 1992; and 

WHEREAS, the United Nations Agenda 21 is being covertly pushed into local communities throughout the United States of America through the International Council of Local Environmental Initiatives (ICLEI) through local “sustainable development” policies such as Smart Growth, Wildlands Project, Resilient Cities, Regional Visioning Projects, and other “Green” or “Alternative” projects; and 

 WHEREAS, this United Nations Agenda 21 plan of radical so-called “sustainable
development” views the American way of life of private property ownership, single-family homes, private car ownership and individual travel choices, and privately owned farms all as destructive to the environment; and 

WHEREAS, according to the United Nations Agenda 21 policy, social justice is
described as the right and opportunity of all people to benefit equally from the resources
afforded us by society and the environment which would be accomplished by
socialist/communist redistribution of wealth; and

WHEREAS, according to the United Nations Agenda 21 policy, national sovereignty is
deemed a social injustice; now, therefore,

BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SEVENTH GENERAL ASSEMBLY OF THE STATE OF TENNESSEE, THE SENATE CONCURRING, that the General Assembly recognizes the destructive and insidious nature of United Nations Agenda 21 and hereby exposes to the public and public policymakers the dangerous intent of the plan.

 BE IT FURTHER RESOLVED, that neither the U.S. government nor any state or local
government is legally bound by the United Nations Agenda 21 treaty in that it has never been endorsed by the U.S. Senate.

 BE IT FURTHER RESOLVED, that the federal government and state and local
governments across the country be well informed of the underlying harmful implications of implementation of United Nations Agenda 21 destructive strategies for “sustainable
development,” and we hereby endorse rejection of its radical policies and rejection of any grant monies attached to it. 

This is only a joint resolution which, much like a United Nations study, has absolutely no force in law. It just expresses an opinion, much like a United Nations study.

by Rod Williams, July 9, 2012 - Last Tuesday the Metro Council approved two resolutions authorize the issuance of "qualified energy conservation bonds in an amount not to exceed $10,000,000 to make energy saving retrofits and improvements to the Bridgestone Arena. These bonds take advantage of the federal Qualified Energy Conservation Bonds (QECB) program, which was expanded as part of the federal stimulus plan. Under the QECB program, the federal government pays 70% of the interest on the bonds in the form of a direct credit to the local government as long as the bonds are issued for energy efficiency capital projects in public buildings." These resolutions passed on a consent agenda without discussion. These are the kinds of bills that when they go before the Council get little scrutiny. Reading the agenda and analysis and being generally well informed, I still do not know if these resolution were a good move for the city or not. I am fairly well educated and stay informed, but I cannot become an expert on everything and neither can members of the Council. Yet bills like this must pass the Council.  This is where individual Council members must defer to experts.

If I had been on the Council, and not a member of the Budget &Finance Committee, I would defer to that committee's recommendation. If on the B&F, I would try to understand the resolutions but would defer to the judgment of the administration and the City's finance department and city consultants. Unless something raised a red flag, I would go along. That is what usually happens.  Metro is on a pretty sound financial footing, so deferring to the experts has worked out pretty well.

I do worry however about a continuing increase in debt obligations of the city. The city has gambled on the convention center being self supporting and to increase revenue to the city from the convention business. I hope the gamble pays off. I also worry about the pension obligations of the city. The Council needs to be cautious about expanding the debt obligations of the city and I would wish the Council would reform the defined pension system to a matched contribution, employee invested, employee owned, retirement system. I hope the Council while deferring to the experts on issues like the QECB bond issue, pays close attention to the overall fiscal health of our government.

QECB is a program that offers a federal government incentive for local governments to go green. According to a Department of Energy description of the program this funding mechanism can be used to fund qualified energy conservation projects. What is that?

The definition of "qualified energy conservation projects" is fairly broad and contains elements relating to energy efficiency capital expenditures in public buildings; green community programs (including loans and grants to implement such programs); renewable energy production; various research and development applications; mass commuting facilities that reduce energy consumption; several types of energy related demonstration projects; and public energy efficiency education campaigns (see 26 USC § 54D for additional details). Renewable energy facilities that are eligible for CREBs are also eligible for QECBs.

This is the kind of program that across the county is being denounced as part of Agenda 21. Here is some news from Houston:

It's just after 10:30 a.m. inside the cavernous Houston City Council chambers when CouncilMember Helena Brown, who has held office for only four months, scrunches her small, cherubic features into a scowl and requests the right to speak. The matter before the council involves the construction of a $26-million maintenance facility. Ordinarily, this sort of item would whisk through the city council amid a chorus of yes votes and self-congratulation. But this isn't an ordinary gathering at City Hall, and Helena Brown isn't an ordinary council member.

"Let us see what this is all about," Brown reads from a prepared statement, voice soft and nasally. "This is a company that wants to take advantage of a $30 billion initiative that our president has approved to rebuild schools and outdated buildings, according to Agenda 21."

In city after city, things that used to be routine are being denounced as part of Agenda 21. Planning studies, bike lanes, high density housing zoning, membership is planning organizations and multi-county planning commissions are being denounced and in some cases the anti-Agenda 21 advocates are being successful in killing what used to be routine government actions. 

In Georgia, there is a proposed 1-cent state sales tax to fund a new highway and bike lanes in metro Atlanta. One may oppose that tax for many reasons, but the Chairman of the Cobb County Commission is denouncing it as an agenda 21 proposal. 

It is also happening here in Tennessee. In Sevier County where I was raised and still have family, county residents are accusing a group called Our Smokies, Our Future, of  being part of  the Agenda 21 plot. Our Smokies, Our Future appears to nothing more than an organization concerned with things like water quality and meeting the needs of a growing county, and preserving the natural beauty of the county that adjoins the Smoky Mountains. 

People who have been "educated" by the John Birch Society and their fellow travelers to be aware of Agenda 21 look for anything with the certain words used in the description, words such as: "Smart Growth, Wildlands Project, Resilient Cities, Regional Visioning Projects, STAR, Sustainable Communities, Green Jobs, Green Building Codes, “Going Green,” Alternative Energy, Local Visioning, Facilitators, Regional Planning, Historic Preservation, Conservation Easements, Development Rights, Sustainable Farming, Comprehensive Planning, Growth Management, Consensus." Facilitators? Historic preservation? Consensus? Yes, I am afraid it is true.

If any government program or piece of legislation contains these words, they oppose it believing that these are code words for taking away our property rights, depopulating the rural areas and suburbs, forcing everyone into compact cities, taking away our cars, and maybe even killing off 96% of the worlds population. 

Despite a strong Anti-agenda presence and several anti-Agenda 12 training session occurring in Davidson and  Williamson County, and despite our State legislature passing a resolution giving a green light to the anti-Agenda 21 hysteria, the anti-Agenda 21 political activism has not yet reached our area. 

During the recent Council budget hearings, none of the opponents of a tax increase argued against funding the Planning Commission because it was part of Agenda 21 or argued against sidewalks and bike paths as being part of Agenda 21 or argued against Nashville's participation in the regional planning commission. The Metro Planning Department can still hold neighborhood planning session without being bombarded with anti-agenda 21 rhetoric and denunciations. 

Thankfully we do not have anyone like Helena Brown in the Metro Council wasting time on a phantom threat. Thankfully we do not have citizen activist disrupting the normal operation of governing. Governing, being fiscally responsible, and making informed difficult decisions about complex funding mechanisms can be hard enough without mucking up the water with nonsense.

Kookogey not to seek second term as Willliamson Couty GOP chair

Williamson County GOP Chairman Kevin Kookogey has announced he will not seek a second term according to a story in today's Tennessean. While I do not have first hand knowledge of what is going on in the Williamson County Republican Party, I have heard comments that he has greatly damaged the party, that some contributors were withholding funds and that many Republicans were embarrassed by Kookogey.

Kookogey is either a fringe kook or is a patriot advancing real conservative values according to whom you talk to. He has advanced an anti-Muslim, anti-Agenda 21 agenda.  He has advocated purging the party of insufficiently conservative members and has been critical of Gov. Haslam and other elected Republicans.

The anti-agenda 21 movement is based on a weird theory that the United Nations plans to kill 96% of the worlds population by poisoning them with aspartame and fluoride, although to be fair, most opponents of Agenda 21 probably are not aware of that part of the theory.  In its milder form, the anti-Agenda 21 movement believes that Agenda 21 is a United Nations plan to take away American sovereignty, redistribute wealth and take away property rights in the name of environmentalism.

Across the nation anti-Agenda 21 activist have opposed everything from traffic calming, to reintroducing wolfs into the wild, to sidewalks, smart meters, and almost all forms of planning and mass transit as being part of agenda 21. This anti-agenda 21 movement originated with the John Birch Society and was spread by people like Alex Jones and Glenn Beck. Anti-agenda hysteria has worked its way into the Republican Party with the National GOP adopting an Anti-Agenda 21 party platform plank. The national GOP party platform plank however is short and vague. The Williamson County Republican Party has adopted a strongly worded Anti-Agenda 21 resolution that you can read at this link.  

Anti-Islam activism included taking out a full page ad against Gov. Haslam over his administration's hiring of a qualified Muslim, Samar Ali,  to work in the Department of Economic and CommunityDevelopment.   The Williamson County party has also hosted an event for controversial Dutch anti-Muslim politician Geert Wilders.

Engaging in actions such as the above is not normally a function of a Party chair.  Many see the roll of the Party chair to raise money, elect Republicans to office and increase Party ranks. I am sure many will be glad to see Kookogey go. If anyone has insight into what has happened with the Williamson Country Republican Party under the leadership of Keven Kookogey, I would welcome hearing from you.

Governor Haslam Will Not Sign Anti-Agenda 21 Resolution

Thank God, there is at least one Republican who has not jumped on the paranoid nut-fringe bandwagon!

Unless you are active in the tea party or very active in the Republican Party, you probably have never heard of Agenda 21.  However, a lot of people are very concerned about it.  Earlier this year the Republican National Committee issued a resolution condemning it and in the just concluded Tennessee legislative session our Republican-dominated state legislature passed a resolution warning of the dangers of Agenda 21. Governor Haslam has refused to sign that Resolution and it will go into effect without his signature. However, a resolution is nothing but the legislature expressing an opinion about something and has no force of law.

Agenda 21 is a 20-year-old nonbinding U.N. agreement signed by 178 nations that encourages environmentally sustainable development. It has no force in law and has never been ratified as a treaty by the US Congress.  Many see it as an attack on individual liberties and property rights and some say it is a plan for mass murder of 95% of the world’s population.

The paranoid conspiracy theorist of the long-discredited John Birch Society is the primary force behind “educating” people about Agenda 21. I have read numerous articles and blog post about it and watched video. I am trying to read it and have read 8 of the boring 40 chapters and do not see anything to be terribly alarmed about so far. I see some things that I disagree with and much that I do agree with but nothing that is terribly alarming.  I really doubt that any of the Republicans in the state legislature who voted to warn us of the dangers of Agenda 21 or any of the local republican leaders who are urging us to be informed of the dangers of Agenda 21 have read it. 

People all over the country are spotting Agenda 21 policies. If the paranoid hysteria was not so alarming, it would be funny. Here is a list of things that are supposedly Agenda 21 policies and things we should really be concerned about. 

• Traffic Calming
• Art in public places
• a requirement of a flagpole permit, at no charge, to verify proper footings and wind-load design
•  introduction of wolves
• Actions that "enable the retrofitting of shopping malls and shopping centers into dense, walkable, mixed-use town centers"
• Fluoride and Aspartame
• outcome based education
• sustainable agriculture
• Community assets inventory
• Traffic Roundabouts
• greenways and bikeways
• conservation easements
• General Land use Plans
• Neighborhood groups
• Smart growth
• Smart Meters
• Community oriented policing
• opposition to suburban sprawl
• opposition to road expansions
• requirements that parking lots be paved
• requirements that commercial enterprises have a minimum number of parking spaces for various uses.
• the effort to regulate dietary supplements and organic foods
• Walkable Communities
• multi-use dwellings
• Buffer zones

It is unfortunate that people all over the country are being “educated” and are trusting people who labeled President Dwight D. Eisenhower a willing tool of the Communist conspiracy and who subscribe to a theory that ever since about 1776 all of the political movements, including Nazism and Communism, and all the wars and depression have been orchestrated by the Illuminati and today the Illuminati continue to pull the strings though sinister groups such as the Council on Foreign Relations, The Tri-lateral Commission and the Bilderbergs .

I have been so disappointed that people who I though of as intelligent and informed have jumped on this John Birch Society tin-foil hat band wagon.  I am proud of Governor Haslam for not doing so.
