This report provides a comprehensive analysis of the fiscal health of each state. TIA examines a state's assets and liabilities. When states do not have enough money to pay their bills, TIA takes the money needed to pay bills (the shortfall) and divides it by the estimated number of state taxpayers. They call the resulting number a Taxpayer Burden. Conversely, a Taxpayer Surplus is the amount of money left over after all of a state’s bills are paid, divided by the estimated number of taxpayers in the state. TIA ranks the states based on these numbers. States with a surplus are called "sunshine states," and states with a taxpayer burden are called "sinkhole states." Tennessee always ranks well.
