Let me see if I understand this: The federal government borrowed money from China and created this fund as part of Obamacare. The purpose of the fund was to fight obesity. The Federal Government gives some of the money to Nashville and Nashville uses it to spay and neuter cats and dogs? Could you explain that one more time?
